Allow embedded auth servers without upstreams (#6452)

Embedded auth servers that only broker RFC 8693 token exchange do not need an upstream authorization-code provider, but the previous validation rejected that supported deployment shape.

Allow zero-upstream configurations when a credential-injecting grant is available, derive a token-only capability mode from that configuration, and limit its discovery, authorization, DCR, and runner behavior to non-interactive token exchange. Preserve the existing safeguards for interactive and upstream-backed deployments.
