refactor(agtermctl): move the --size-percent gate off Hud to Session

Overlay.Open reached into Session.Hud.validateSizePercent for a range both
families document, so an overlay arm's gate lived inside the HUD type.

the helper is now on Session, with the message and range unchanged, and all four
CLI sites share it: overlay open, overlay resize (which carried its own inline
copy), hud open, and hud update.
