fix: reject an out-of-range --size-percent on session.overlay.open (#498)

`session overlay open --size-percent 500` answered ok and opened a full-size panel, because the value was passed through to the host and silently clamped, while `session overlay resize` refuses the same value with an error. The range is documented as 1...100 for both. `open` now refuses it too, in the same words and in the same order as its sibling: the `--pane` conflict is still reported first, since a pane overlay takes no size at all.
