rbplus.site: ship the chart site as an installable app

Write a web app manifest, a service worker, and icons beside the built
page, so a browser offers to install the site and, once a tune has been
looked at, opens it again with no network. A small webpack plugin emits
the static files verbatim and the site command copies them out with the
rest of the bundle. Every address the manifest holds is relative, so it
installs the same whether the site is served from a domain of its own or
from a sub-path under --base.
