* fix(tooltip): bridge the offset gap so hover survives beside the arrow

Each tooltip and popover placement draws an invisible ::after strip over
the offset gap on the trigger-facing edge, the full length of the tip.
Crossing from the trigger to the tip now keeps it open anywhere along
that edge - previously only the arrow's width bridged the gap, so a
pointer crossing beside it landed on the page and the tip closed.

Probed with real hit-testing in Chromium (elementFromPoint inside the
gap, all four placements, tooltip and popover) - the unit suite runs
without CSS and cannot see this, so the spec lives in the visual
config's suite, which compiles the Sass source.

* chore: raise coreui.css budget for the tooltip hover bridges

The per-placement bridge rules land coreui.css 40 bytes over the
69.5 kB ceiling; 70 kB gives the usual headroom.
