Address the target collection by entry id

The add-audio/add-note routes accept an optional collection_entry_id
pinning exactly which InputCollection entry the data belongs to; the
dashboard always sends the selected experiment's entry id. sand's own
experiments resolve deterministically (their entry id derives from the
fixed mainfile), so this works right after creation despite indexing
lag; NOMAD-created collections resolve by entry id, which also removes
the pick-the-oldest ambiguity when an upload holds several collections.
Without the parameter the previous discovery behavior remains.

The experiment naming convention moves off the route handler onto
HysprintExperimentInfoForm.default_name(), since lab_ids derive from
those parts and other callers must not re-derive the format.

Fold the single-caller primitives back: create_written_note merges
into add_written_note, the experiment-info variant becomes its own
add_experiment_info (label routing is voice-eln domain, so the
label/mainfile pair no longer leaks through the router), and
create_input_collection drops its always-constant collection_mainfile
and never-passed upload_id parameters.
