[#219] Add locale format support and template refinement for dataset uploads

- Implement CSV delimiter sniffing (comma, semicolon, tab) to handle Excel locale variations
- Add decimal comma parsing for European/Indonesian locale formats (e.g., 1.234,56)
- Round fractional counts to whole numbers instead of rejecting (e.g., WorldPop data)
- Add warnings for locale format detection and rounding operations
- Exclude six eligibility datasets from blank template (under_five, elderly, rainfed_cropland, rangeland, boreholes, taps) while keeping them importable
- Add `in_template` flag to DatasetDef to control template column inclusion
- Update template generation to only include scored risk inputs (5 columns vs 11)
- Add comprehensive test coverage for locale formats and template behavior
