claude/skills/make-release: update the security policy before bumping

SECURITY.md renders its supported-versions table from
security_policy_supported_versions, so the setting and the generated file
have to move together. Nothing in the release steps said so, and nothing
else in the flow would catch it: cz bump substitutes version literals and
never touches the table, and wiswa-sync sees the file agreeing with the
setting, so it reports no drift.

The result is a project that keeps advertising support for a series it no
longer ships. This repository declared 0.3.x through the 0.5.1 release; it
now declares 0.5.x.

The step sits after the version header is written, so the new version is
already decided, and before the agents run, so qa-fixer formats the edit.
