docs(PasswordStrength): say what the weights are for (#909)

The option table pointed at a list that transcribed the config — eight rule
names and the value 1 next to each. That tells a reader nothing about what the
rules check or why anyone would change them.

Each key is now shown as the rule it stands for, with the two things worth
knowing: `0` stops a rule counting, which is what a project reaches for when its
policy does not ask for that class of character, and a higher value makes one
rule outweigh the rest.

The closing sentence names the shape of the default scale rather than leaving a
reader to work it out: three of the eight rules measure length and two measure
symbols, so a short password dense with symbols can outscore a long passphrase.
That points at `scorer` as the fix, which is the honest answer, instead of
implying these numbers can be tuned into a real estimator.
