* docs: close every page with the same Customizing section

Fifteen pages ended on a section named `## Sass`, `### Utilities API` or
`### Sass utilities API` while their siblings ended on `## Customizing` ->
`### SASS variables` over the same kind of content. `utilities/float` and
`utilities/gap` both close over a `utils-*` block from `scss/_utilities.scss`
and reached it under two different headings, so the anchor in the URL and the
heading the docs search returns differed by page rather than by content.

Renames the closing section and its subheading to the shape the other pages
already use, and collapses the two same-named subsections this produced on
`utilities/shadows` and `utilities/z-index` into one.

`layout/grid` and `forms/validation` keep `## Sass`: the first closes on
`## Customizing the grid` instead, the second carries a nested
`### Customizing`, and both need a content decision rather than a rename.

* docs(utilities): keep the utilities API under its own heading

The closing section is now uniform, but folding the `$utilities` map entry into
"SASS variables" put two different things under one name: a component's Sass
variables configure that component, while the map entry is the utilities API and
is edited to add, change or remove a whole family of classes.

Naming them apart matters more than it did an hour ago — per-component Sass
variables are on their way out, the utilities API is not, and a reader cannot
tell which sentence applies to the section in front of them if both carry the
same heading. The prose under these blocks already called it the utilities API,
so the heading now agrees with it.

Covers every page carrying a `utils-*` capture, not only the ones this branch
had already touched, so the name is the same across all 34.
