Add OTP 29 to CI matrix; consolidate to one cell per generation (#197)

## Summary
- Add Erlang/OTP 29 to the test matrix (Elixir 1.20.3 / OTP 29.0),
matching the new local development toolchain
- Consolidate the matrix from five cells to three — one per supported
toolchain generation: oldest supported (1.17.3/27.3), middle
(1.19.5/28.3), newest (1.20.3/29.0). Dropped cells differed from a
survivor only by Elixir patch level
- Gate the version-independent checks (format, audit, credo) on a `lint:
true` matrix flag instead of a hardcoded version string that would
silently stop matching when its cell was dropped; the newest cell
carries lint + coverage
- Dialyzer still runs in every cell since PLTs are OTP-specific
- Move the S3 MinIO and distributed durability jobs to 1.20.3/29.0
(including cache keys)

## Test plan
- Full suite, credo --strict, dialyzer (fresh OTP 29 PLT), format
--check-formatted, and deps.audit all verified locally on Elixir 1.20.3
/ OTP 29.0.5
- First CI run rebuilds all caches (new version pairs), so expect it to
be slow once — the OTP 29 PLT build dominates
