Change how we represent find_links in uv config. (#23627)

uv supports two ways of configuring find_links:

1. As `find_links = [...]` in uv.toml. 
2. As indexes, with `format = "flat"`.

This change switches us from 1. to 2. 
This has advantages such as:

A) Being able to give a find_links url a name and
reference it in `sources` (pex supports this, so we
should do so for parity).

B) More easily specifying find_links at lockfile
*use* time, which is necessary when the url contains
auth information that is elided in uv.lock, or when
sources reference a find_links by name.
