feat: report what this handset's lock screen does with alert text (#18)

Hand marks its alert notifications private and hands Android a public
version reading "Helpline alert / Unlock to read", which is the whole
of what an app may do. Android substitutes it only where the phone's
owner has chosen to hide sensitive content; where they have chosen to
show everything — the default on many devices — the alert's own words go
on the lock screen and nothing here can stop it.

So the redaction is offered rather than provided, and the docblocks that
described it as a guarantee now say so. Only the handset can see which
it is getting, so it reports it: ILockScreenPrivacy, with a platform
partial mirroring PushRegistrar, riding on the push-token call that Hand
already makes at every launch.

The Android read follows Android's own precedence — notifications on the
lock screen at all, then the alert channel's own visibility, then the
global setting — and treats VISIBILITY_NO_OVERRIDE as no preference
rather than as a preference for showing. Any failure reports "not
known", never a guess: reporting "hidden" because a read threw would
put a reassurance on an intergroup's devices screen that nothing had
checked. Windows and Apple report "not known" and mean it; iOS exposes
the equivalent through UNNotificationSettings, noted for when those
heads gain a push transport.

Verified on hardware: the handset reported "shown" while set to display
all notification content and "hidden" once that was turned off, so the
read tracks the setting rather than returning a constant.
