Raise motion-dom's minimum so consumers cannot resolve the unguarded
animateTarget implementation. Add a regression that imports with window
absent and starts a target animation.

* chore: refresh dependencies and pin pnpm 11.22

Refresh the root, docs, and consumer dependencies while keeping the
Vite 6 regression fixture on its compatible Svelte plugin major.
Pin every tracked package manifest to pnpm 11.22.0.

* chore: pin Vite 6 fixture plugin compatibility

Skip Svelte Vite plugin upgrades in the Vite 6 consumer fixture because
current plugin majors require Vite 8.

* fix(ci): allow docs-kit 2026.8.4 build

Refresh both exact Git dependency identities so pnpm 11.22 can run the
pinned docs-kit prepare script on cold runners.
