Bringing the plan and build comments back in line with the code

Re-measured after the migration tests: 51.0% locally and 40.2% for what CI can
publish, from 48.2% and 37.2% at the start of the day. Both halves regenerated
together and checked to agree on a file's line count before merging, which is
the guard the third measurement trap exists to enforce.

Also fixes five claims that had drifted from the code, two of them from long
before this session:

app/build.gradle asserted "the 105 instrumented tests" and "the 114 JVM tests" in
three comments. Those are now 195 and 133. The numbers are removed rather than
corrected -- a hardcoded count in a comment has nothing keeping it true, and
these had been wrong for months without anyone noticing. The comments describe
what the tasks do instead.

The GlobalConfig shape figures now read as the before state with today's numbers
beside them, since the class they described has been split. onSearchClicked is no
longer listed among cheap coverage candidates, because it was deleted rather than
covered. An earlier same-day measurement at 150 instrumented tests is labelled
superseded rather than left to be mistaken for current.

Step 3 is marked deferred by decision until the backend migration is scheduled,
with the reasoning intact so it reads as parked rather than forgotten.
