* Fix: --npm None no longer throws, disables NPM scanning as intended

Fixes #237

NpmProjectAnalysisStrategy.ExecuteAnalysis unconditionally tried to
resolve a lock file for the detected/configured package manager, even
when NpmPackageManager.None was explicitly requested. LockFileLoader's
lockFileByManager dictionary has no entry for None, so this threw a
KeyNotFoundException instead of skipping NPM analysis.

Add an early return when NpmPackageManager is None, and a regression
test covering it.
