ci: build Android only; drop the Windows and MacCatalyst jobs (#16)

Both were already manual, so this changes nothing about what runs on a
push or a pull request -- Android and the tests, as before. What it
changes is that neither head can be built here at all any more.

Recorded in the header rather than left to be discovered, because the
cost is real: Platforms/Windows/**, Platforms/MacCatalyst/** and
Apple/**/*.cs are now compiled by nothing. Apple/**/*.cs is included
only for the ios and maccatalyst frameworks, so removing the MacCatalyst
job leaves it built by no job at all -- which is precisely how Register's
Apple heads came to rot. The difference is that this is a decision with
its consequences written down, not an omission.

The iOS head could not have been built regardless: its entitlements
force signing-identity detection and no runner has a certificate.

The WinRT/CsWinRT analyzers are reported only by a Windows runner, and
are therefore now reported nowhere.

workflow_dispatch stays as a trigger for the remaining jobs. Putting
either head back is a matter of restoring the job; nothing depends on
their absence.
