ci: build MacCatalyst only; the iOS head cannot be built without signing (#15)

The iOS head declares entitlements -- the shared keychain group the
notification service extension needs -- and Xamarin.Shared.targets runs
signing-identity detection as soon as a project has any, then stops at
'No valid iOS code signing keys found in keychain'. A runner has neither
a certificate nor a provisioning profile, and targeting the simulator
does not avoid it: the detection is keyed on the entitlements.

The entitlements are not made conditional to get round it. Dropping them
when no key is present would let a device build ship without the
keychain group, and the extension would read nothing while looking
perfectly healthy -- the failure this feature exists to prevent.

MacCatalyst still compiles every Apple/**/*.cs source, so what this job
was written to protect is still protected. What is unbuilt is the iOS
head's bundling and the extension project itself.

HandMacCatalystOnly follows the existing HandAndroidOnly/HandWindowsOnly
convention rather than -f, which the job's own comment forbids: -f sets
TargetFramework as a global property and breaks restore with NU1105.

Also removes a comment that had gone stale -- it said the csproj sets no
signing properties for these heads, which stopped being true when the
entitlements landed.
