Fix PR 909 review findings: bowtie2 SE branch, error chaining, a11y, markup

- multiqc/plots.py: gate SE branch on any unpaired_aligned_* column so
  SE files without a multi-mapping column no longer fall through to the
  PE branch; raise ValueError instead of silently dividing by zero when
  no SE alignment columns are present
- snpeff.py: chain raised ValueError with `from err` so the original
  BioServicesError is preserved for debugging
- report.css: respect prefers-reduced-motion by disabling smooth scroll
- standard.html: use <span> instead of <div> inside <h2> for valid
  markup, only rendered when title_links is present
- test_plots.py: check the 100% sum assertion across all samples, not
  just the first
