Configure Dependabot for Maven and GitHub Actions, pin actions to commit hashes (#287)

- Add github-actions ecosystem to dependabot.yml alongside maven
- Set a 5-day cooldown period for both ecosystems
- Pin actions/checkout and actions/setup-java to commit hashes (with
  version comments) instead of mutable major-version tags, matching
  the existing coverallsapp/github-action pinning
