Cap the room header avatar stack at 3 with a hover member list

mini_avatar_stack/1 gains an opt-in current_user_id attr: passing it
sorts that member first (so they're never the one hidden behind the
overflow badge) and turns on a hover panel listing every present
member, with the current user's row called out via bold text and a
small marker instead of a background highlight.

The panel is a real interactive descendant (unlike the pointer-events
-none tooltip component) with no margin gap to the trigger, so the
hover region stays contiguous and the panel only closes once the
cursor leaves the stack+panel area entirely.

Only the room header (layouts/session.html.heex) opts in via
max_visible={3} and current_user_id; other call sites are unchanged.
