feat(Utilities): add the .transition-none utility (#840)

Removing motion from a single element had no answer. The `-instant` classes
cover four components and nothing else, a `-duration` token has to be set per
component, and `$enable-transitions` is a build-time switch for the whole
library — so a one-off, on markup we do not own, meant hand-written CSS.

`.transition-none` sets `transition: none`. Measured in Chromium: a `.btn` goes
from `0.15s` / `color, background-color, border-color, box-shadow` to `0s` /
`none`.

New Motion page under Utilities, and the Transitions page lists the utility as
the second of the five ways to remove motion.
