* feat(postgrest): add the relation and selection protocols

Tables, views and materialized views are relations; only some are
writable. Writes hang off the writable refinement so a read-only view
cannot be written at compile time.

* chore(compliance): register the relation and selection protocols

They are contracts used by both the read and the write features, so they
go in the shared supporting_symbols list rather than under one capability.
