fix(mavftp): propagate parameter decode failures from callbacks

Capture failed MAVFTP callback results and return them from the FTP reply
loop before a terminate-session acknowledgement can overwrite the error.

This allows parameter-download callers to detect malformed packed parameter
files and correctly fall back to MAVLink instead of reading stale output
files. Add regression coverage for callback failure propagation.
