* [-] fix partition creation after long downtime, closes #1529

When incoming data falls beyond the last existing partition's upper bound,
partitions are now created starting from the metric timestamp instead of the
old upper bound, avoiding NULL available ranges and missing-partition insert
errors after pgwatch has been down longer than the pre-created window.

* remove unused var

* Fallback to partition creation if `part_available_{from,to}` is null
