ci(release): make the generated changelog readable (#6647)

* ci(release): make the generated changelog readable

Strip the conventional-commit prefix from changelog entries: "feat(aws): add X"
becomes "[aws] add X" and "feat: add X" becomes "add X". In "Others" the type is
kept, since it is the only signal left there, except for "chore".

Also drop chart-only PRs, which have their own release cycle, and move the Docker
Image section before "Others".

Fixes along the way: breaking changes were listed twice, once in their own section
and once in Features/Bug fixes; unanchored greps matched a prefix anywhere in a
title; a section with no match aborted the script through "set -e"; empty sections
printed a bare header; the dead create_release function was removed.

* ci(release): fold the "Others" section per type
