feat(chart): support crd registry (#6513)

* feat(chart): support crd registry

Add `crd` as a valid `registry` value (introduced in #5372) and grant
the matching RBAC for the CRD registry: get/watch/list/create/update/
delete on dnsrecords and update on dnsrecords/status.

The DNSRecord CRD already ships in the chart and txt-owner-id is already
wired via txtOwnerId, so the registry works once selected.

* docs(chart): add PR link to service.enabled changelog entry

* docs(registry/crd): document Helm chart RBAC and registry value

The chart now wires the CRD registry (registry: crd), so the docs no
longer need to tell users to add the RBAC manually. Drop the stale
limitation, note that the chart grants the RBAC automatically, and show
the equivalent Helm values.
