fix(tests): set USERPROFILE for tilde expansion tests on Windows

Path.expanduser() uses USERPROFILE (not HOME) on Windows. Tests
only set HOME, causing failures on Windows CI. Also removed the
skipif marker on test_tilde_expansion since it now works cross-platform.

🤖 Implemented together with Yoker.
