feat(parameter editor): add flight controller banner viewer

Capture flight-controller banner messages during connection and expose
them through the parameter editor. Add a translated button and a
resizable read-only window for viewing the latest banner.

Clear cached banner data when connections are reset or disconnected, and
add regression coverage for banner retention and cleanup.
