Harden parser reuse and partial loading

Reset scanner and parser state between inputs and make lexer reads size-safe so parser instances can be reused after success or failure.

Give partial loads transactional cleanup across longjmp paths while keeping cached strings and error messages under a compatible lifetime. Add reuse, allocation-failure, and ownership regressions.
