docs: remove stale "no Flex recipe yet" claims from getting-started

The Flex recipe (symfony/recipes-contrib#2027) has been merged, so
composer require already registers the bundle, imports routing, and
drops a starter config for Flex-enabled projects. Reworked step 1
accordingly, kept the manual bundle/routing steps as a "not using Flex"
fallback, added short notes to the config/CSS-generation steps
clarifying they're already done by the recipe, and dropped the now-moot
"For maintainers: what a Flex recipe would look like" section.
