fix: resolve all PHPStan errors on the Static Analysis job

- Add missing @param/@return array shapes for $context, $modifiers,
  getVariables(), and the CSS command's $layouts parameters.
- Tighten FileSystemResolver::sanitizeRootPath()'s return type from
  ?string to string — it never actually returns null (throws instead).
- Drop the redundant `null !== $width` check in
  BreakpointAssignment::fromSegment(): $width is always set alongside
  $height in the same branch, so checking $height already implies it.

Verified with phpstan analyse (0 errors, was 10) and the full PHPUnit
suite (578 tests, all green).
