1. Take advantage of `react-draggable` that we already had in the bundle
2. Make the hook more generic - now it has more generic logic for
disabling dragging than just the viewport in
https://github.com/Unleash/unleash/pull/12542
3. Smoother
4. Works nicer when resizing the page
5. Tests
6. Because the hook is more generic I hope it will be easier to reuse if
we need it in some other place, but testing that is outside of scope
7. This is still complex, but I couldn't simplify it without introducing
bugs so I think it's a good place to stop.
