Fixed tag pattern for triggering the publish workflow (#1432)

Details:

* The support for git based versioning requires to have a git tag for
  the start release. So far, pushing that start tag triggered the
  publish workflowe, which subsequently failed when checking the
  tag format. This change restricts the triggering of the publich workflow
  to just the release tags, avoiding the unnecessary extra failing
  run for the start tags.
