Support for git tag based versioning (#1429)

Details:

* Made the collection version based on the most recent git tag in the
  history of the HEAD branch.
  For released versions, nothing changes; the collection version will still
  be 'M.N.U'.
  While in development, the collection version will have the git tag based
  format 'M.N.U-a0.devD.gCOMMIT.dirty' or a subset thereof."

* Adjusted the development documentation for releasing a version and
  starting a new version, accordingly.

* Changed the saving of CHANGELOG.rst in the docslocal make target
  to be date-preserving.
