Use slog.DiscardHandler in test suites that silence logging

rt and internal/generator/testapp silence the slog default for the
whole run because their specs don't assert on log content. Both used
NewTextHandler(io.Discard, nil), formatting records only to throw
them away; DiscardHandler skips the formatting and matches the
pattern rt/internal/exec's captureSlog helper already documents.
