Return 404 from avatar handler when no avatar store configured

Previously, Handlers() returned a handler bound to a nil avatar proxy when
AvatarStore was omitted, so the first request to the avatar route panicked
on a nil dereference. Consumers that use go-pkgz/auth for authentication
only and mount both returned handlers were exposed to a remotely repeatable
panic.
