chore: pin the toolchain to Flutter 3.47.0

Floating `channel: stable` means the format gate moves under us: 3.47.0
(Dart 3.13.0) reformatted a file nobody had touched and failed the previous
run. Pin the exact version in ci.yml, and in pages.yml/release.yml so the
demo APK and web build come from a known toolchain too, and record it in
CLAUDE.md next to the analyze/format instructions.

publish.yml is left alone: it uses flutter-actions/setup-flutter, runs only
on tags, and has no format/analyze gate to drift.

The analysis_options.yaml excludes are Flutter 3.47's `pub get` writing them
itself — committed so they stop reappearing as local churn.
