module: do not carry deprecation from implicit imports (#62757)

#62450 accidentally caused an inherited deprecation flag on an implicit binding to get transferred to a subsequent (strong) definition. Explicitly mark such implicit deprecations and clear them on re-definition.

Fixes #62721
