Skip win-64 in conda recipe

PAMTRA has never been built on Windows (no Windows CI upstream, and
the recipe's build script itself isn't Windows-safe: $PYTHON doesn't
expand under cmd.exe). Getting the Fortran code (SLATEC, T-matrix)
working under MSVC needs someone who can actually test it. Skip win
for now so linux-64/osx can ship; Windows can be revisited later.
