Put uv first in the README and drop requirements/ (v0.3.8) (#11)

Reorders the Installation section around uv, which the lockfile and CI already run on, keeping pip and conda below it. Corrects the supported Python versions to 3.10 or later, tested through 3.14 -- the README still advertised 3.9 through 3.12 and offered a conda example that produced an uninstallable environment -- and replaces the Python version badge, which read the upstream package's classifiers from PyPI. Removes requirements/, whose two remaining files each held one package duplicating a dependency group that pip 25.1 can install directly with '--group', leaving pyproject.toml as the only place a dependency is declared. Demotes eight headings so the README has a single level one heading.
