Retire the Dockerfiles and the requirements they fed (v0.3.7) (#9)

Removes dockerfiles/ and the requirements/base.txt and requirements/tests.txt it installed from. The four Dockerfiles were distro compatibility harnesses from 0.2.2 that cloned mhallsmoore/qstrader rather than this repository, on base images that are all end of life with interpreters too old for numpy>=2.0.0 and pandas>=2.2. GitHub Actions covers Python 3.10 to 3.14 against uv.lock, and uv supplies its own interpreter, so the question they existed to answer no longer arises. requirements/examples.txt and requirements/scripts.txt stay for the pip instructions in the README, each now noting the dependency group it mirrors.
