Move click out of the runtime dependencies (v0.3.5) (#6)

Moves click out of the runtime dependencies into a 'scripts' dependency group, mirrored by requirements/scripts.txt: no module under qstrader/ imports it, and its only user is scripts/static_backtest.py, which the wheel does not ship. Makes the script's required options required, parses dates and allocations up front so failures are usage errors with exit code 2 rather than a pandas traceback or a silent exit 0, and writes the JSON statistics into QSTRADER_OUTPUT_DIR with --output-dir to override.
