Replace Travis with GitHub Actions and ruff (v0.3.4) (#7)

Retires .travis.yml in favour of .github/workflows/ci.yml, installing from uv.lock and testing Python 3.10 to 3.14. ruff replaces flake8, coverage gains a fail_under floor and a Coveralls upload, and requires-python moves to >= 3.10. Fixes a missing '%' escape that made an out-of-range cash buffer raise 'ValueError: incomplete format' instead of the intended message.
