fix: guard the Help link against a blocked window, and stop a version suffix accumulating (#54)

Both were found and fixed in Reach (#73) and exist unchanged here, which is
where Reach's HelpPage and syncDocsVersion() were copied from.

  - window.open() returns null when a popup blocker or an extension refuses
    the window. e.preventDefault() has already run by that point, so the Help
    link was inert — and the line after it dereferenced the null handle.
    Falls back to opening the guide in the current tab.

  - getVersionFromPlugin() can return a version carrying a suffix word
    ("1.2.0 beta"), but syncDocsVersion()'s pattern stopped at the space, so
    each build wrote the suffix in again after the one already there.
