Add IPv6 validation and normalization methods with accompanying unit tests in `IpAddressUtils`

- Implemented `isValidIPv6` to validate IPv6 address strings.
- Added `normalizeIPv6` to standardize IPv6 strings into full 8-group hexadecimal format.
- Introduced `IpAddressUtilsTest` to cover new methods with comprehensive test cases.
