Silver tier action-exceptions: switch, select, button, and siren now catch ImouException and raise translated HomeAssistantError. Adds unit tests and marks quality_scale rule done.

Use action-specific translation keys for switch/siren errors across all locale files. Restore success-path tests and add turn_off/toggle exception coverage.
