fix(daemon): recover stuck SDK delivery after restart (#2499)

- restore config-first import order in main.ts (guarded by a new test)
- wire the fatal-log flush via onStructuredLogSinkReady before the app
  factory's long-running init, so startup-phase fatals persist
- scope stale reclamation to the processor's registered queues so a
  non-owner processor cannot flip another processor's claimed rows
  without being able to abort their handlers
- redact unquoted header-form Cookie/Set-Cookie values in the log sink

* fix(daemon): address codex round-2 findings

- redact unquoted colon-form values for all sensitive keys in the log
  sink (token/api-key/secret/password), matching the authorization rule
- defer a stale-reclaimed job's replacement claim until its aborted
  handler settles, so attempts never overlap under spare slots
- restart the message queue before the startup-timeout retry when the
  timeout escape path stopped it, so the preserved prompt feeds the
  retry instead of a second 0-message timeout

* fix(daemon): address codex round-3 findings and CI schema gap

- bound the settling deferral with a grace so non-cancellable handlers
  cannot starve their replacement claim forever
- keep the startup log sink subscribed when createDaemonApp fails, so
  the fatal record survives for main.ts's flush
- arm the delivery response observer for every driving attempt,
  including alreadyConsumed reclaims that skip the feed path
- drop only unserializable log records instead of disabling the sink
