feat(web): supersede markers for retired draft backups (#2511)

Retiring a claim now records the committed reconciliation point
(`<superseded><sessionId>` = generation + beforeTs): same-generation
backups written at or before the retired claim's timestamp are older
edits of the same deferral window and are SKIPPED by future claim scans
instead of being deleted (deletion would cross the tab-ownership
boundary and could destroy a live tab's only durable copy) — so a
last-writer-wins race can no longer resurrect obsolete edits over a
committed draft. The marker only moves forward: a late acknowledgement
of an older claim never un-supersedes what a newer marker ruled out.
Expired supersede records prune on the backup TTL.
