feat: add hash-derived phase spreading to bb_data_http's cadence gate (#1268)

- add bb_str_hash32 (FNV-1a 32-bit) to bb_str -- deterministic, not an
  RNG, so cadence-gated keys sharing an interval spread across the
  sweep tick from the very first tick instead of bursting together
- wire a phase (bb_str_hash32(key) % min_interval_ms) into both
  next_due_ms reschedule sites in bb_data_http_common.c (render-success
  and no-render_fn), keeping them symmetric per PR-1
- worst-case scheduled distance is now ~2*min_interval_ms, still well
  under the INT32_MAX wraparound-safety bound the due-check relies on
